TCBSBM Literacy Initiative Objective

The Texas Caucus of Black School Board Members (TCBSBM) Literacy Initiative is a statewide effort to close literacy gaps and promote equitable access to high-quality reading instruction for all Texas students. We believe that literacy is the foundation of academic success, civic engagement, and lifelong opportunity.

Through this initiative, TCBSBM partners with school districts, educators, and community organizations to:

  • Advance Early Literacy: Support early intervention and foundational reading programs that ensure every child can read proficiently by third grade.
  • Empower Educators: Provide professional development and culturally responsive literacy resources for teachers and administrators.
  • Engage Families and Communities: Promote family literacy programs and community reading events that foster a love of reading beyond the classroom.
  • Advocate for Equity: Champion policies and practices that address literacy disparities in historically underserved communities.

Why Literacy Matters

Strong literacy skills are essential for student achievement and life success. Yet, across Texas, too many students—especially students of color and those from economically disadvantaged backgrounds—struggle to meet reading benchmarks. TCBSBM’s Literacy Initiative strives to change that narrative by uniting leaders, educators, and families around one goal: ensuring every child becomes a confident and capable reader.
